If you graduated from dental school outside the United States and are working toward the Florida dental hygiene license, the Laws and Rules exam is usually the last written hurdle. It is short, it is in English only, and it is unlike anything in a clinical curriculum.
What it is
The exam tests Chapter 466 of the Florida Statutes (the Dental Practice Act) and Division 64B5 of the Florida Administrative Code (the Board of Dentistry rules). Together those make up at least 97% of the questions. You get up to 64 multiple-choice questions, 90 minutes, and need 75% to pass.
Why it feels harder than it should
Three things make this exam strange for candidates who trained abroad:
- Legal vocabulary. Words like "citation", "delegable", "general supervision", and "probable cause" have precise legal meanings that do not map to everyday English.
- Near-identical distractors. A typical item asks which task a hygienist may perform under general supervision versus direct supervision. One word changes the answer.
- Numbers. Renewal periods, continuing education hours, record retention years, and penalty tiers are all fair game.
How to prepare
Read each rule once so you know the landscape. Then practice questions until you recognize the exact phrase being tested. Take timed mock exams to build pace. Review what you missed the next day, in your own language if that helps you understand the concept, but always come back to the English wording.
